From the report, "The Déline Land Corporation is submitting this Dene Knowledge study as part of the requirement for the Talisman Land Use Permit application for a 2D seismic program in during winter 2007, related to Blocks EL436 and EL437. This is Phase 1 of a two part study scheduled for completion by December 15, and incorporating Blocks EL438 and EL439. The purpose of the study is to assist referral bodies and the Sahtu Land and Water Board (SLWB) in evaluating the Permit application, per the guidelines outlined in the SLWB policy documents (1998, 2000, and 2003). The Sahtu Land and Water Board was created by the Mackenzie Valley Resource Management Act as one of the regulatory bodies mandated to “enable residents of the Mackenzie Valley to participate in the management of its resources for the benefit of the residents and of other Canadians” (9.1) The Déline Land Corporation understands the Dene Knowledge study to be an important avenue for participation by the original inhabitants and stewards of the Déline District; it is not only an important information source, but also constitutes a stage in the consultation process."
