Deline Fishery&Ft Franklin Provisional DP-2009

In 1996 the Historic Sites and Monuments Board of Canada discussed the following, The Board first noted that Déline means "where the water flows" and that the Déline fishery refers to the place where the water starts to flow toward the outlet of Great Bear Lake. The Board also noted that the present day community of Déline (formerly Fort Franklin) is located near the fishery and in close proximity to the site of Franklin's wintering quarters. Then, following some discussion, the Board recommended that the traditional Dene fishery at Déline, Northwest Territories, its use over time and the long history of sharing its resources, as well as the remains of Fort Franklin, the wintering quarters of Sir John Franklin's second expedition, are of national historic significance and should be the subject of a joint commemoration. The Board recommended the designation of the Dene fishery at Déline and of Fort Franklin because together they speak eloquently to the relationship which evolved in the 19th century between Aboriginal people in the north and those Euro-Canadian parties who were determined to explore it. Further, Fort Franklin is associated with the most successful of Franklin's overland expeditions and the success of the expedition, as well as of later expeditions which used Great Bear Lake as a base for exploration, could be attributed, in large part, to the richness of the fishery and to the support and assistance of the Dene and Métis people. Beyond that, the impact of the Franklin expedition and those which were to follow on the Aboriginal people of the region contributed to the emergence of the Sahtu Dene as a distinctive cultural group and the Sahtu Dene see the fishery at Déline as being of particular cultural significance to their occupation of the region. The Board also recommended that the specific nature and extent of the joint commemoration of the Dene fishery, at Déline, and of Fort Franklin should be determined in consultation with the Sahtu Dene, the community of Déline and the Prince of Wales Northern Heritage Centre, as appropriate. A consultation never took place but in 2000, Raymond Taniton discussed the issue with the Elders Council and produced a provisional map of the designated place (see Deline Fisheries Map-Dec 2000).
